Well I have spoken to that developer and, although he's refused to let me re-release the original VB source code, he never said I couldn't re-write and re-distribute the C# conversion. The original software suite was not open source and it had so many issues with it, but the developer refused to update it and create a more stable version. This project has been something I've wanted to take on for years. The original was software suite was developed in VB by Dknight of OrBSydia GameNET:
